What are best straddling dowels for weak walls?

Hi guys, I've got one problem, my mother-in-law wants to install some curtains in her bedroom and she asked me for advice. However, I'm not experienced enough in this area.
I know that I have to use some straddling dowels to screw it properly, but what are some quality ones I could get?
The wall is made out of concrete, but it's pretty weak and can't use just an ordinary screw since it will fall out quickly.

I thank you! It is best to use blinds in your mother-in-law's room. They are very easy and secure to the wall

I believe it will hold with a steel screw and straddling dowel. At least that's what I've used before and it worked out well. Good luck!
