Window won't close

I was just washing my window and opened the bottom one inward too far when the little clips snapped out (enclosed pics). I am not quite sure how to get them back in. Also, why won't the window close? It is open about 1/2 inch.

If it's not stuck then all you need is to oil the railing of your window , which will reduce the friction and allow you to close them without putting on much force.
